The £100m scheme will see a residential tower and retail and leisure areas dominate a four-acre area around Bold Street.
Developers have held a series of pre-planning talks with Liverpool council, aided by regeneration company Liverpool Vision.
Council leader Mike Storey welcomed the exciting new scheme, saying: "This is another indication that Liverpool is the place that investors want to come to.
"Clearly, this development will be subject to the normal planning procedures, but it shows the city is thriving as never before."
Dublin-based developer Ballymore Properties has formed a joint venture firm, Central Regeneration Limited Partnership, with partner Merepark, from Manchester, to drive the plan forward.
Ballymore has worked on key developments including London's Canary Wharf. Their privately funded vision for the area next to Liverpool's Central rail station includes leisure, retail, residential, car parking and four public squares designed by city-based Cass Associates.
Martin Wright, Liverpool Vision's development director, said: "This exciting scheme is a further boost to the regeneration of the city centre.
"It's a sign of the private sector's confidence in Liverpool and will deliver not only a new landmark in a new part of the city, but also high quality urban spaces and improved pedestrian walkways."
Ballymore bought the site last September, which has been used as a storeyard for the nearby rail station and temporary car park.
