THE MAN behind Liverpool's Fourth Grace has new designs on the Mersey.
Will Alsop has plans to build a pier 100m out into the River from Birkenhead which would overlook the Cloud.
He has earmarked a site and spoken to the landowners, but refuses to say who they are.
Mr Alsop says the £40m project would include both residential and leisure facilities.
He said: "I want people to be able to live on the pier. I would build shops, a church, and even a scout hut. It will be a village on the pier."
He said he hopes to have a deal secured by Christmas.
Mike Ryder, of Reddington consortium which owns part of the former Cammell Laird site and hopes to turn it into a leisure park, backed the plan.
But Andy Mort, general manager of neighbouring ship yard A& P Birkenhead, added: "A new pier would have to be very carefully designed not to disrupt the river traffic."
And a spokesman for the Department for the Environment said: "There are all manner of river traffic and environmental concerns to be considered.
