St Luke's church in Liverpool was hit during the blitz in World War II, leaving just the shell of the nave, tower and chancel.
Now Liverpool City Council is to consider a plan to create St Luke's Peace Gardens on the site, which would host international events.
The refurbishment would cost £1.2m, and would include new bells and a clock for the tower.
The gardens would be extensively re-landscaped and some restoration would be carried out on the shell of the nave.
If the council adopts the plan, which is being discussed by its ruling executive committee, it is hoped St Luke's could then be used for memorial ceremonies, with events held there on Armistice Day and Holocaust Remembrance Day.
