In October 2001, Stavanger City Council passed the motion to make an application for Stavanger as the European Capital of Culture 2008. Now in March 2004, it seems as though Stavanger will together with Liverpool, become Cities of Culture.

Liverpool won the UK nomination for European Capital of Culture 2008. Stavanger2008 has already visited Liverpool, and are very impressed with Liverpools accomplishments, the enthusiasm and the effort put into the project by what seems to be the entire population of the region.

So can two cities be European capital of culture in 2008 then??

I think that Liverpool being inside the EU is European Capital of Culture and Stavanger, in Norway which is outside of the EU, is a City of Culture.
