Ian Meadows, chairman of Liverpool Chamber of Commerce at the chamber's annual meeting in Liverpool Town Hall.
His keynote message will stress that the years 2005 to 2015 will bring investment into the city never before dreamed of.
"According to Sir Joe Dwyer, chairman of Liverpool Vision, we have a construction order book of over £5bn which will be spent on housing, schools, hospitals, the largest retail development in Europe, and infrastructure schemes - to say nothing of preparations for 2008," Mr Meadows will say.
