APPARENTLY MERSEYSIDE'S tram system will succeed where others have failed, Transport Minister Kim Howells said yesterday. In a meeting with Merseytravel's chief executive Neil Scales and chair of the passenger transport authority Cllr Mark Dowd, Mr Howells, praised the region's public transport, adding that it has one of the best systems in the country. He added that by 2008, when Liverpool celebrates the title of European Capital of Culture, Merseyside will have the most integrated transport system in the UK. You never know what happens do you?
