BIGGEST is not best when it comes to selling Capital of Culture, media specialists have been told.
A conference to define Liverpool's PR image for 2008 heard grassroots events would mark out the success of winning Europe's top arts award.
City council leader Mike Storey told more than 200 delegates: "For the majority of Liverpudlians, what counts is the thousands of small ways in which Capital of Culture will make a difference."
£2m was being spent this year on 100 community events "touching the lives of 1m people".
The council would be investing an extra £5m a year and £50m in total in Capital of Culture.
Cllr Storey said: "For too long, we have been the national badge for all of what's wrong with Britain.
"But today, Liverpool's brand is all about what's best about Britain."
Loyd Grossman, TV personality and chairman designate of National Museums Liverpool, told the conference: "The opportunity to take part in the rebirth of a city is something which only comes along once in a lifetime."
